Work Procedure

Step-by-step execution methodology for safe and compliant manual earth excavation

Site Survey & Utility Detection

Conduct a full utility survey using CAD drawings, as-built records, and cable/pipe detection equipment. Mark all underground services clearly before any digging commences.

Permit to Work & Risk Assessment

Obtain all required permits including Excavation PTW, Confined Space Entry Permit if applicable, and Hot Work Permit if welding is involved. Conduct a formal risk assessment.

Site Preparation & Barricading

Erect barricades, warning signs, and safety barriers around the excavation zone. Establish a spoil area minimum 1 m from the excavation edge. Set up access/egress points.

Manual Excavation Execution

Excavation proceeds manually using hand tools (spades, pickaxes, shovels). Workers maintain safe distances from each other. Supervisor monitors ground conditions continuously.

Shoring & Ground Support

Install shoring, trench boxes, or benching for excavations exceeding 1.2 m depth. Engineer approval required for excavations deeper than 2 m or in unstable ground.

Backfilling & Reinstatement

Backfill in compacted layers of maximum 200 mm. Achieve specified compaction density. Reinstate surface to original condition or as per project specification.

Personal Protective Equipment (PPE)

  • Safety helmet (hard hat) — mandatory at all times
  • High-visibility vest or reflective clothing
  • Safety boots with steel toe cap
  • Gloves appropriate to task

  • Respiratory protection in dusty conditions

Pre-Excavation Requirements

  • Permit to Work (PTW) obtained and signed
  • Utility survey and service locating completed
  • Site hazard assessment and risk assessment conducted
  • Toolbox talk delivered to all workers
  • Excavation supervisor designated on site
  • Emergency rescue plan in place

Excavation Safety Controls

  • Barricading and warning tape around all open excavations
